Illustrator guides not showing

Cannot add guides. Carol237. Explorer , Aug 07, 2018. I am trying to add guides to mark a rectangle. Illustrator will allow some, but then it refuses to add anymore. I have tried locking, unlocking, hiding, showing, and closing the file and re-opening. I can "make guides, but that doesn't help when I'm placing objects over it.

Smart Guides are not showing when I use Adobe Illustrator CC. There were several posts in this forum that suggest turning of "snap to grid" and double checking the preferences that smart guides are on. I've done both and provided screenshots.
