Eso harness magicka

At 22.7k HP my Harness Magcika is capped at a size of 7.1k. But as some simple math well tell you, 7.1k / 22.7k = 0.313 and not 0.4. In fact, Harness Magcika should cap at 9.1k given my max HP. I also talked to other players and they have the same issue.
