its more correct to say that the shader intensely reflects+channels light around it, the brighter the light the more intense the glow. You can even get the glow to happen when standing by a titan shield, or if you stand close to a vortex nade you'll slightly glow purple :) some emotes dont emit light, so some dont work well, and some emit very little and the effect isn't very noticeable. you ....
